 A Health and Safety File is a document required under the Construction (Design and Management) Regulations 2015 (CDM 2015).

WHAT INFORMATION SHOULD BE INCLUDED IN A HEALTH & SAFETY FILE?

A Health and Safety File under the Construction (Design and Management) Regulations 2015 (CDM 2015) should include information that will be useful for any future construction work, including maintenance, cleaning, refurbishment, or demolition.

 

A typical structure of what should be included is detailed below:

 

Project Introduction

An overview of the project, brief description of the works and a full project directory

 

Residual Hazards

Details of any hazards that will remain once the project is completed

 

Hazardous Materials

A schedule of any unusual hazardous materials used during the project

 

Key Structural Principles

Information on the structural design and any demolition statements

 

Plant and Equipment

Details on the design of services, cleaning and maintenance access strategies, and plant replacement/removal strategies

 

Significant Services

Information on known services (Including those that are buried)

 

As-Built Information

As-built schedules, drawings and register

 

Surveys and Reports

Any relevant surveys and reports that have been conducted/produced

 

WHAT INFORMATION SHOULD NOT BE INCLUDED IN A HEALTH & SAFETY FILE?

 Information and documentation that relates to the planning/pre-construction phase is not required for inclusion.

 

WHO IS RESPONSIBLE FOR PRODUCING THE HEALTH AND SAFETY FILE?

 The responsibility for producing the Health and Safety File under the Construction (Design and Management) Regulations 2015 (CDM 2015) primarily lies with the Principal Designer.

 

They should coordinate the file and gather relevant information from all duty holders, ensuring it is prepared and updated throughout the duration of the project.

 

If the Principal Designer’s role ends prior to the completion of the project, the responsibility then falls to the Principal Contractor, who must continue to develop the file before passing the final version to the client.

 

All duty holders, including the Client,  Designers,  Principal Contractor and Subcontractors are responsible for providing relevant information for inclusion in the Health and Safety File.

 

WHERE SHOULD THE HEALTH & SAFETY FILE BE KEPT?

 The Health & Safety File should be kept on the premises to which it relates.

 

It is important to store the file in a secure location and to ensure that it can be easily referenced when needed.

 

If the client sells all or part of the structure, the Health & Safety File (or the relevant parts of it) should be passed to the new owner.

 

The client must ensure the new owner is aware of the file and its purpose.
